The records that comprise this series were seized from the Japanese and German consulates in Australia during World War II. The records were seized by the Commonwealth Investigation Branch, but this series itself was created by the Security Section, a division of the Investigation Branch, in April 1946, as the Section worked its way through an analysis of the records.
