It discusses the main purpose of education at camps and provides guidelines for selection of subjects, recruitment of teaching staff, responsibilities to be assumed by the head of each camp, and development and vocational training. Preparatory courses for further studies in Japan, foreign language instruction and programs to cultivate artistic sentiments were also considered.
